2025 India-Pakistan Crisis

Diplomatic Fallout and Tension over Pahalgam Terror Attack

Pahalgam attack, then both capitals moved. India's measures next to Pakistan's.

Snapshot DPA risk of war: IMMINENT (8 May 2025). Notes below are dated on purpose.

DPA read

Our own assessment, dated. Kept apart from what the sides claim.

Risk of war IMMINENT

India launched "Operation Sindoor": airstrikes and missile strikes into Pakistan. Pakistan retaliated with missile strikes and claims of shooting down Indian aircraft, including rumored Rafale losses.

Pakistan's Information Minister publicly warned, based on "credible intelligence," that Indian military action was imminent, within 24–36 hours. DPA put high credibility on that warning.

Near-total cutting of diplomatic relationships, troop deployments to the border, and suspension of the Indus Waters Treaty. Cutting river flow is a casus belli: India had already escalated the risk of war to a very high level.

The sides

Each side in its own words, next to each other. Nothing merged.

India

Position as of 23 April 2025

Demands

  1. Punish the Pahalgam perpetrators and their backers (India alleges TRF as LeT proxy with ISI support)
  2. Suspension of Indus Waters Treaty (halt flood-data sharing)
  3. Close Attari-Wagah; revoke Pakistani visas; expel military advisers; cut High Commission staff 55 → 30
  4. Travel advisory: Indians out of Pakistan

Moves

  • 22 Apr 2025 — TRF claimed the Pahalgam/Baisaran Valley attack: 26 dead, mostly Hindu tourists.
  • 29 Apr — Modi authorized the armed forces to respond as they see fit.
  • 6–7 May — Operation Sindoor: missile/air strikes on nine locations in Pakistan and Pakistan-administered Kashmir.

In their words

"Terrorists and the conspirators — we will punish them worse than they can imagine. India will identify, track, punish every terrorist and their backers."
Narendra ModiPrime Minister, India

... After Pahalgam. Public line: measured until it isn't.

"India has been measured in its actions. However, any escalation will get a firm response."
IndiaOfficial statement

... Official line as strikes and LoC fire stacked up.

Pakistan

Position as of 23–24 April 2025

Demands

  1. Denied involvement: allegations "frivolous"; Defence Minister Khawaja Asif floated a "false flag"
  2. Called Indus Waters Treaty suspension an "act of war"; promised comprehensive retaliation
  3. Suspended the 1972 Simla Agreement; closed airspace to Indian aircraft; halted all trade; closed land borders except Kartarpur
  4. Expelled Indian diplomats; military advisers out by 30 Apr; reduced Wagah ceremony (no handshake)

Moves

  • 7 May — Pakistan claimed five Indian aircraft downed (Su-30MKI, MiG-29, Rafale, Heron). India did not confirm.
  • 8 May — Tarar claimed 40–50 Indian soldiers killed on the LoC. Indian media claimed a Pakistani F-16, two JF-17s, and an AWACS. Both claims stay on the page, marked unverified.

In their words

"Pakistan reserves the right to respond, in self-defence, at a time, place, and manner of its choosing to avenge the loss of innocent Pakistani lives and blatant violation of its sovereignty. The Armed Forces of Pakistan have duly been authorized to undertake corresponding actions. The nation stands galvanized and resolute in the face of any further aggression."
PakistanOfficial statement

... After Operation Sindoor. Official statement.

"Our stance is absolutely clear, it (Kashmir) was our jugular vein, it will be our jugular vein. We will not forget it. We will not leave our Kashmiri brothers in their heroic struggle."
Shehbaz SharifPrime Minister, Pakistan

... Two-Nation Theory framing: a foundational claim, not a tactical denial.

Contested / the rest

Third parties, blocs, and developments that move the board.

Contested

Rafale rumor (7 May 2025)

A high-ranking French intelligence official told CNN one IAF Rafale was downed. Wreckage photos in Indian-administered Kashmir showed a French manufacturer label; experts said that does not prove Rafale. Pakistan claimed three Rafales. India had not answered. Dassault did not comment. Stays visible as claimed.

Contested

Possible misinformation (8 May 2025)

TTP spokesman Mohammad Khorasani claimed Masood Azhar's brother Hafiz Saifullah and others were killed by Pakistani Army personnel under the PM, not by India. Competing story, not folded into either capital's line.

Position

United States

"They've gone tit-for-tat, so hopefully they can stop now, but I know both. We get along with both countries very well, and I want to see it stop. And if I can do anything to help, I will."
Donald TrumpPresident, United States

... Outside broker, not a party. He is on the page because he is in the exchange.

Position

Jaish-e-Mohammed

Masood Azhar said his sister, brother-in-law, nephew and niece were killed: "The coward Modi targeted innocent children, unmarried women and the elderly." JeM is UN/US-listed; China previously blocked listing Azhar himself.
