UN Security Council S/RES/2803 (17 Nov 2025) endorsed the Plan, the Board of Peace, and the International Stabilization Force. Frame: complete disarmament of Hamas and all other armed groups; as disarmament is completed, Israeli forces withdraw; ISF and a new Palestinian police take security. Gaza governed by a new Palestinian government working with the Board of Peace.
